Contractor allegedly failed to complete jobs

An Elkhorn contractor is charged with taking money from five customers but failing to do the work he was hired to do.

Bradley B. Frazer, 35, of Brad’s Roofing and Siding, was charged March 6 in Walworth County Circuit Court with theft in a business setting of more than $10,000 and two counts each of theft by a contractor of $2,500 to $5,000 and misdemeanor theft. A preliminary hearing is scheduled for April 15 in the case.

Crystal Garcia, of the Town of Delavan, told police April 8 she hired Frazer to put up siding and install new windows at rental properties she owns in Lake Geneva, according to the complaint. Garcia wrote Frazer checks totaling $6,400 and said Frazer completed the siding work but none of the window replacement, which accounted for about $4,900 of the work. Todd Mortensen, of Elkhorn, told police in August he hired Frazer in 2009 to fix the roof of a building he was considering buying in Elkhorn. Mortensen said he paid Frazer $6,200 toward the $15,400 job, and Frazer said he would refund the money if Mortensen didn’t buy the building. Mortensen said he never purchased the building, and Frazer returned $1,500 but still owes him $4,700, according to the complaint.

Theresa and Larry Krueger, of the Town of Darien, told police they hired Frazer in 2012 to side their barn and paid him $10,300 to buy materials, according to the complaint. Theresa Krueger said some work was done sporadically but most of the job was unfinished.

Another man, Robert Limonsani, said he hired Frazer in 2012 to install new soffit and fascia on a Lake Geneva duplex and paid Frazer $1,000, according to the complaint. Limonsani said he tried to contact Frazer multiple times but Frazer never got back to him.

Elkhorn resident Alex Johnson said he paid Frazer $8,500 in 2012 to put a new roof on his Royal Oaks Drive home, according to the complaint. Johnson said he repeatedly contacted Frazer about starting the roof, and Frazer kept saying he would. Frazer ultimately refunded Johnson $7,383 but still owes him $1,117, according to the complaint.
