Officials nix applicant’s request to serve alcohol

A local applicant will not be permitted to serve alcoholic beverages in the community, following a review from a city panel and a customary background check from the Whitewater Police Department.

Applicant Theodore Dekeyser Krause sought permission to serve alcohol at The Black Sheep restaurant, but a background checked turned up convictions of three crimes: possession of drug paraphernalia, possession of tetrahydrocannabinol (the active ingredient in marijuana) and underage drinking.

The Whitewater Police Department cited Dekeyser Krause for two of the offenses; the University of Wisconsin-Whitewater’s police force cited him for the third incident.

Dekeyser Krause pled guilty to all three crimes and none were listed on his application, which is a requirement.

In early September, the Alcohol Licensing Review Committee reviewed Dekeyser Krause and recommended denying his application. The Common Council on Sept. 20 upheld the committee’s recommendation.

In other recent business, the council:

– Approved applicant Arthur Stritzel’s request to rezone a residential property at 426 W. Whitewater St. from a technical designation of single-family to residential overlay. The change was needed to allow up to four unrelated persons to live on the property.

– Heard a report from City Manager Cameron Clapper on a recent event, Embracing Unity Through Peace, which took place in the community in mid-September.

“In response to tragic events occurring in Florida, Louisiana, Minnesota, Texas and Wisconsin in the past year, members of the community joined forces to coordinate the Embracing Unity Through Peace event, which took place in … Cravath Lakefront Park,” Clapper said.

In a show of how collaborative the effort has been, Clapper said similar, related events were planned at Whitewater High School and within the UW-Whitewater campus.

– Continued discussing, in closed session, the city’s service agreement with the Whitewater Fire Department Inc.
