A former Jefferson County Drug Task Force detective was found guilty July 25 of misconduct in public office, according to a press release from Wisconsin Attorney General J.B. Van Hollen.
Timothy Madsen, a former Detective Sergeant who served as the supervisor of the county’s drug task force from 2003 until late 2011, wrote more than $20,000 in checks to himself from the task force’s undercover buy fund, the press release stated.
While doing so was permissible, Madsen converted funds to his own use and hid his actions by manipulating the expense reporting system by reporting hundreds of fabricated expenses and attributing most of those expenses to cases worked by task force investigators.
By virtue of his position with the county’s drug task force at that time, Madsen had control over the account and was responsible for approving the disbursement of the funds, according to the press release from the Attorney General’s office.
In a four-day trial, presided over by Waukesha County Judge Lloyd Carter, a jury found Madsen’s actions to be beyond his lawful authority. The date for sentencing has not yet been determined.
Representing the state in the case is Assistant Attorney General David W. Maas. The Wisconsin Department of Justice Division of Criminal Investigation conducted the investigation of this case at the request of the Jefferson County Sheriff’s Department.
