The City of Elkhorn Municipal Services and Utilities Committee began reviewing a proposed Sewer Lateral Inspection and Rehabilitation Program at its meeting Monday night.
City Administrator Sam Tapson said a study was completed previously in response to infiltration and inflow problems the city experiences, noting that 50 percent of the flow conveyed to the Walworth County Metropolitan Sewerage District is clear water.
“That’s a lot,” Tapson said.
He said the study revealed that roughly 75 percent of the problem has to do with private laterals that are failing and deteriorating.
Tapson said when the program was first crafted in 2012, the replacement of sewer laterals is what got in the way.
