Village Board adopts new pay schedule for employees

The East Troy Village Board approved a new pay schedule for village employees at the Nov. 16 meeting.
The village hired Carlson Dettmann earlier this year to do a pay study to help the board determine if the pay village employees earn is in line with their job descriptions and what the private sector pays. The compensation study was presented to the board on Oct. 5, but the salary schedule had not been adopted by the board.
Clerk-Treasurer Eileen Suhm recommended the board adopt the pay schedule at the Nov. 16 meeting in a memo to the board. In the memo, Suhm reminded the board Carlson Dettmann made specific recommendations for the five individuals who did not meet the minimum pay for their position and changing some positions to exempt.
“They presented several options for these individuals. I have calculated the total cost of the decisions to be $13,739.01,” Suhm stated in the memo.
Suhm said Tuesday, the board approved employees who weren’t earning the minimum pay for their position will receive a pay increase. The board also approved the other recommendations, which included a 2 percent increase for all employees (excluding those that were individual considerations) and consideration of merit-based increases for employees at 120 percent or more of their pay scale (none of the village’s employees are at this level).
Suhm said the complete pay schedule will be available at the Dec. 7 meeting when the board finalizes it.
Some impact fees eliminated
The board also voted to eliminate some of the village impact fees Nov. 16. The parks and law enforcement fees will be eliminated at the Dec. 7 meeting with an ordinance change.
The board discussed incorporating park improvement fees into developer’s agreements after the impact fees are done away with.
Other board business
In other board business at the Nov. 16 meeting, the board:
- Approved the Plan Commission’s recommendation for conditional use of the new elementary school to be built at 2131 Townline Road in the East Troy Community School District;
- Approved a $2,000 donation for a permanent Makerspace area in the basement of the East Troy Lions Public Library. Library Director Alison Senkevitch’s husband and his construction company are donating the cost of the labor and construction of project.
- Approved the purchase of a new dump truck in 2016 at the request of Department of Public Works Director Mike Miller. The truck will be ordered in 2016 and cost $158,422.
- Listened to the airport manager’s update and considered and approved an amendment to the fuel farm lease agreement, which expires Dec. 31.
