To meet public notice law, the hearing was rescheduled

The City of Elkhorn Common Council has scheduled a public hearing for the 2022 budget for 5:30 p.m. on Nov. 22 in the council chambers at the City Administration Building.
While a public hearing was on the agenda for Nov. 1, City Administrator James Heilman said law requires a minimum of 15 days from the time of a public notice to the public hearing for the agenda, meaning the city would have to hold it again.
Heilman said he published the notice again and to meet the requirement, Nov. 22 was the earliest the council could hold the public hearing.
On the 22nd, the council meeting will consist of the public hearing, with the council expected to vote on the 2022 budget during the meeting that follows the hearing.
With nobody in attendance Nov. 1 to speak, the council voted in favor of tabling the hearing.
In discussing the budget during the regular council meeting, Heilman said numbers have come back from the State of Wisconsin and a couple of other tax districts.
“They’re looking pretty good, better than I anticipated,” he said, noting he kept his estimations conservative.
Heilman said while home values have risen, homeowners could see a rise in value of their homes of up to 6% and still break even with last year when it comes to city taxes.
He also noted that commercial and industrial properties will see another tax reduction, and said the numbers returning from the school district and vocational tech schools also look really positive.
“The city also put a hold on some spending,” he said. “We had a slight increase, but less than we’ve had in the past. I think, overall, it looks pretty good.”
