The City of Elkhorn Human Resources Committee voted 2-1 in favor of recommending to the City Council that the finance director and city administrator positions be combined upon the future retirement of current City Administrator Sam Tapson.

Aldermen Tim Shiroda and Frank Boggs voted in favor of the internal transition model, while Alderman Tom Myrin was opposed.

Though Tapson has not set a specific date for retirement, he has been with the city 20 years and said this is a possibility that should be considered.

“There’s a point in time which I’m going to exit, and it’s a sooner than later kind of thing,” Tapson said.

When that time comes, Tapson said the city has three options on how to handle the position: do away with it all together – which he doesn’t recommend, recruit for a new city administrator or some type of promotion structure from within.
