Sports complex moves forward

Plan Commission recommends zoning changes for proposed project

The Village of East Troy Plan Commission paved the way for a proposed sports complex at the north end of Executive Drive when it voted unanimously Monday night to recommend the Village Board approve the necessary zoning changes needed to build the complex.

Ron and Andrea Jarecki are working with the village to build the sports complex on the land, which is owned by Marcus LLC. The Jareckis and Marcus petitioned the village to change the zoning on the property from Highway Business to Light Industrial to allow the property to be used for indoor and outdoor commercial entertainment.

The Plan Commission had public meetings for the zoning changes Monday night, which no one commented at, before voting to approve the changes.

The agenda for the meeting also contained the conditional use application for the sports complex from the Jareckis and Marcus, but the public hearing and discussion about that was tabled at the request of the applicants because they needed more time to work out some of the details, Zoning Administrator Tim Schwecke said.

The conditional use application and public hearing was rescheduled for the Nov. 13 Plan Commission meeting at 6:30 p.m.

The Jareckis have two years to complete the sports complex, Schwecke told the commissioners.

  1. classic example of spot zoning. re-zoning something for the benefit of a specific project or land owner. zoning is supposed to be done holistically for the purpose of planning. the city will invoke the (see Kelo decision) fact that PROJECT X (which is what drives the rezoning) is better for the greater good of all taxpayers, therefore it should move forward. it is complete nonsense.
