Man to stay in East Troy, visit family in Mukwonago

The Village of Mukwonago Police Department issued a press release informing the public of the recent release of a convicted sex offender into the community.

Herbert O. Richard, 61, was convicted in 1986 of first-degree sexual assault of a child while armed in Chippewa County. He was also convicted of first-degree sexual assault in 1986 in Oneida County.

In 2008, Richard was found to be a sexually violent person under Wisconsin’s civil commitment law. Richard will be staying in East Troy and visiting family in Mukwonago.

According to the release, previous criminal history places Richard in a classification level that reflects the potential to re-offend.

The press release described Richard as 5 feet, 11 inches tall with grey hair and blue eyes. He wears glasses and has scars on his left forearm, neck, right arm, right forearm, right shoulder and left upper arm. He has tattoos on his left arm, left forearm (heart with dagger), left writes (chain and spider), right shoulder, left upper arm and right upper arm.

Richard has served the prison sentence imposed on him by the courts. He has been discharged from supervision status; however, as a life registrant, he must comply with all requirements of lifetime Sex Offender Registration and lifetime GPS requirements.

He is not wanted by police at this time.

“This notification is not intended to increase fear. Rather, it is our belief that an informed public is a safer public,” Police Chief Kevin Schmidt stated in the press release.

“Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated,” Schmidt said. “Please understand that such abuse could potentially end law enforcement’s ability to make community notifications.”
