Two of Whitewater’s six tax-incremental financing districts could sunset by 2021, according to a financial analysis.
The status of each of the city’s TIF districts was discussed Aug. 29 at a Joint Review Board meeting, which is held annually to satisfy a state statute.
Several local officials — including City Manager Cameron Clapper and Dave Carlson, executive director of the Community Development Authority — attended the recent board meeting alongside officials from Jefferson and Walworth counties.
Municipalities across Wisconsin have been using TIF districts as economic development tools in recent decades, but Carlson conceded they are not always known or understood.
“They are a vehicle by which development is incentivized and encouraged in areas that otherwise wouldn’t have development,” Carlson said.
