Copper Square apartment project in Elkhorn flounders

Council approves 72 units; owner claims project won’t be feasible at less than 108

The City of Elkhorn Common Council voted unanimously in favor of approving a planned unit development overlay and general development plan for a 72-unit apartment project at the corner of West Market and North Church streets last week with several conditions recommended by the Plan Commission.

However, this wasn’t an approval Roger Wolff, owner of Market Street Condominiums LLC, wanted for his Copper Square project.

The Plan Commission had previously recommended approval for 72 units, though Wolff’s plan called for a total of 108 units at the site.

Pleading his case for 108 units prior to the council taking a vote, Wolff said at the June 18 council meeting, several Plan Commission members preferred to see a town-home project at the site as opposed to an apartment complex. That’s something he said he didn’t think there’d be a controversy over, as the 108 units he had planned were much more along the lines of town-home level apartments.

“You’re not giving something up,” Wolff said. “I actually believe you’re getting a town-home-level apartment project that kind of reflects the needs of people who want town homes, but really want it to be their home.”
