Council supports street side cafés

The look and feel of outdoor dining in Whitewater’s downtown area could soon take on a different appearance.

After a request by a civic organization and a review by a panel, the Common Council on Aug. 4 unanimously backed an ordinance that authorizes the creation of parklets and parklet cafes — technical terms that enhance outdoor dining.

The ordinance states eateries will have the authority to expand outdoor seating accommodations to a nearby parking stall or within a public space that is adjacent to the premises.

Parklets and parklet cafés have begun cropping up across the country as consumers’ interest in dining outdoors has followed suit. Madison’s State Street is one example of a nearby spot that has embraced the concept. The method also is being used in sections of Milwaukee and Chicago.

Across the country, there have been concerns about parklets and parklet cafes, particularly since diners are in relatively close proximity to motorists.

On the flip side, Tami Brodnicki, executive director of Downtown Whitewater Inc., presented an argument in favor of parklets and parklet cafés when she came before the council earlier this month.

In addition to enhancing economic opportunities in the city’s central commercial district, Brodnicki said parklets and parklet cafés are advantageous to persons with disabilities because of the ease of traversing in and out of the spots.

In a nod to Wisconsin’s climate, Whitewater’s ordinance states restaurateurs can only have parklets and parklet cafés in use between May and October, meaning the cordoned off spaces will be freed up for parking in late fall, winter and early spring.

Eateries interested in having a parklet or parklet café will have to first obtain a permit from the city’s Neighborhood Services Department.
