The Walworth County Department of Health and Human Services will take applications for the Wisconsin Home Energy Assistance Program on April 22 in Delavan and on April 27 in Whitewater.
Residents who are eligible based on their incomes – 60 percent of the state median income – can apply between 9 a.m. and 3 p.m.:
- April 22 at Community Action, 1545 Hobbs Drive, Delavan; or
- April 27 at Irvin L. Young Memorial Library, 431 W. Center St., Whitewater.
Applications will be taken on a first-come, first-served basis. Applicants who prefer to schedule an appointment may call the Department of Health and Human Services Wisconsin Home Energy Assistance Program line at (262) 741-3337. Applications will be processed within 30 days of the application date.
Applicants should bring photo identification, Social Security numbers for all household members, heat and electric utility account numbers and gross household income verification for January, February and March.
While a well intended program, but too many are taking advantage of it now..

-So many own Homes , many paid for and other making Mortgage payments and Instead of Getting a HELOC to pay their Utility bills, they use this Program and the taxpayers $ to help pay their utility bills so they can use their $ to Pay off their Homes Mortgage! Other Get Cable TV and have Cell Phones and AC! and nicer Cars too !
When they die? Their Home is paid for and left to their Kids, tax free!
They can Get Reverse Mortgages too ! But they don’t have too if they get this Free $ Program ! And afford to Hire Someone to Mow their lawns and Plow their Driveways in winter !
It should be a Hand Up , not a Hand out program !
What’s a Senior doing Living in their Paid for 3 bdrm home all alone!
They want help paying their Electric and NGas Bills? They should be forced to Use a Reverse Mortgage or Downsize ( Sell) to a 1 Bdrm Condo or Apt. 1st..
It should be a on a LOAN Program – Put a Lien on their Assets.. Like the student Loans are.. When they die, their estate is Debited to get that $ back with Interest.. Not given to their Kids tax free !
I bet this program could be SELF Funded in 10 yrs then ! and not have to Force everyone else to fund it !
The rest of us are being forced to Donate to this and other Energy Assist. Programs on our Utility bills ( I have to Give $24 a yr/$2 mo) and its not tax deductable!) Isn’t that nice ! Whats next? I have to Give $24 yr to Provide Starbucks Coffee to the Poor !
I paid over $2,000 in State Income taxes this past yr! What’s next? $2 mo/$24 yr to pay for Starbucks Coffee for those making Under $20k yr? Or Lets pay for Plowing their Driveway Or pay for Free Lawn Mowing for them ! SO they can afford to stay living in their nice Homes!
To Give to a Beggar, Makes a Beggar and we have enough Poor and Beggars in our County & State..
If I can’t afford to pay my utility bills on a Consistant Basis? Time for me to either Work some Part time job Mowing Lawns or Rent out a Bdrm to a Boarder or Time to Move into a Smaller place. !
I’ve been trying to find someone to Come Mow My Small lawn ( takes 5 min) for $20 every other week and use my Elec. LawnMower for 3 yrs now ! And I know 3 others looking for the same in my Same neighborhood!
Not have my neighbors pay my bills so I can stay living Here in my Nice Place.. and then leave it paid for to my Kids (or relatives)!
And I’m Not talking about the Temporary One’s that need a Hand out for a Few Months till they get a Job again..! These others? Need Financial Planning and sticking to it ! Its Called Living with in your means ! If there aren’t any jobs around here for you can Do? Then Guess what? You have to Go Move to where they are, don’t you? We don’t need to be another Welfare State for all the Poor from Illinois again !
Subcidizing the Poor to stay living here is not the answer…
Tell them to get their kids ( Siblings) to send them $ to pay their bills , otherwise they will have to go Live with them! That always works !
Stop Forcing me to donate my $ before then, otherwise I will Leave and you will have 1 less Self Sustaining Resident Living here to pay Taxes and helping pay the Bills ! Reality Check ! If You can’t afford to Live here? LEAVE!
and I am A Retired Disabled Person now.. and a Veteran from the US ARMY! 66′-68′..
I worked for over 50 yrs and have my Full Pension and SS that more than pays my bills, by Living within my Means ! I’ll leave some to charities AFTER I Die and don’t need it anymore , butt not until then !
